Public Libraries (at least in the US) have more and more resources of value to artists (or anyone learning new things). I was fortunate to find this great book on instructional design (after reading about it in a Visual Thinking School module), and the one on the right about drawing retro characters.
Libraries are like a little bit of Christmas every day.

Just to add to your comments...don't forget about inter library loans. If you find a book on the internet and your local library doesn't have a copy, you can request an inter-library loan for a week or too. There is usually no charge for this service.
